Market Overview and Analysis

Uzbekistan Market Analysis

Reform process

The Government of Uzbekistan is comprehensively advancing the implementation of the “2022–2026 Healthcare Reform Program.” According to the latest data released by the Ministry of Finance, the share of healthcare expenditure in GDP has risen from 4.1% in 2023 to 5.3% in 2025, with an expected target of 6% by 2026. In 2025, the national healthcare budget will reach 41.3 trillion soums (approximately US$3.2 billion), representing a 23% increase over 2024. These funds will be primarily allocated to the procurement of medical equipment, the construction of clinics, and the enhancement of the health insurance system.

Infrastructure development

Uzbekistan plans to build 300 modern clinics by 2026, with a particular focus on remote areas. In 2025, the government launched the “Healthcare Infrastructure Modernization Project,” which aims to invest $120 million in developing a nationwide medical information system, thereby generating new demand for telemedicine, AI‑assisted diagnostics, and other innovative services. In addition, demand for medical equipment procurement remains robust, with 8,322 healthcare institutions facing the need to upgrade their facilities; imaging diagnostics, emergency‑care equipment, and laboratory instruments are the top priority categories for acquisition.

Market Characteristics

✅️ Uneven resource distribution: The capital, Tashkent, concentrates 60% of the country’s medical resources, while in remote areas, over 70% of medical equipment is outdated.

✅️ High import dependency: China’s medical device exports have continued to grow, reaching €820 million (approximately $890 million) in 2024, accounting for 45% of Uzbekistan’s total medical equipment imports.

✅️ Policy Support: The government has standardized the procurement process through the “Medical Equipment Procurement Guidelines,” and Chinese products, leveraging their cost‑effectiveness, now account for over 30% of purchases by public hospitals.

The market is highly dependent on imports, with over 90% of equipment sourced from abroad and limited domestic manufacturing capacity. Among these, medical imaging diagnostics, surgical instruments, and laboratory equipment are the core import categories, together accounting for over 60% of total imports.

In the import market, China, Russia, and Germany are the primary sources of medical products. According to Chinese customs data, in the first quarter of 2024, China’s exports of medical equipment and pharmaceuticals to Kazakhstan totaled RMB 2.815 billion, reflecting a strong market presence and significant growth potential for Chinese products in the local market.

Policy-driven factors

In 2024, the government launched the “Medical Equipment Upgrade Program,” with an anticipated investment of US$33 million, focusing on the procurement of imaging diagnostics (CT, MRI), minimally invasive surgical devices, and laboratory equipment. In addition, transparency in government procurement has improved, with public hospitals accounting for 70% of purchases, and Chinese products benefiting from preferential low tariffs (0%–15%) within the Eurasian Economic Union.

Competitive landscape

✅️ China, Germany, and Russia are the top three sources of imports.
