At the invitation of President Joko Widodo of the Republic of Indonesia, Premier Li Qiang of the State Council will pay an official visit to Indonesia from May 24 to 26, 2025. This year marks the 75th anniversary of the establishment of diplomatic relations between China and Indonesia, making Premier Li’s visit particularly significant. Over the past 75 years since the two countries established diplomatic ties, China and Indonesia have stood in mutual support and solidarity, with their practical bilateral cooperation continuously reaching new heights, setting a model for developing major countries to pursue self-reliance and achieve mutually beneficial outcomes through cooperation.
Premier Li Qiang’s official visit to Indonesia has provided an important opportunity to deepen China–Indonesia strategic cooperation. During the visit, Premier Li emphasized that the two countries should continue to strengthen the “five-pillar” framework of cooperation and advance high-quality joint efforts under the Belt and Road Initiative, while underscoring the need for enhanced collaboration in pursuing modernization. Against this backdrop, Indonesia is actively seeking to attract Chinese enterprises in the low‑altitude economy to invest in the country and plans to foster synergistic development between its low‑altitude economy and emergency response and disaster reduction sectors through policy support and industrial partnerships.

Application areas
In agriculture, it is used for pest and disease control and pesticide spraying; in infrastructure development, it monitors project progress and the condition of facilities; it can also be employed for environmental monitoring; in aerial photography and mapping, it provides services for photography, film and television, urban planning, and more; and in the logistics sector, drone‑based delivery services are on the rise.

Due to limited domestic manufacturing capabilities, Indonesia relies heavily on drone imports, with Chinese companies—led by DJI—commanding a significant market share.

With robust economic growth, vibrant investment activity, strong government support for technological innovation, a large young population, and a burgeoning middle class, both the consumer‑grade and industrial‑grade drone markets hold considerable promise.
Resource Coordination
Indonesia is rich in nickel and cobalt resources, which can support the battery industry chain and complement the electrification needs of low-altitude aircraft.
The 2nd Indonesia International Emergency Expo
A Convergence Platform for Low-Altitude Economy and Emergency Response Cooperation
Taking Premier Li Qiang’s visit as an opportunity, Indonesia and China have ushered in new strategic prospects for cooperation in the field of emergency response and disaster risk reduction. The second edition of the EDRR Indonesia International Exhibition on Emergency Response, Disaster Risk Reduction, and Rescue will be held from August 13 to 15, 2025, at the Jakarta International Expo Center, co-organized by the Shanghai Municipal Commission for the Promotion of International Trade, GMIABO Exhibition Group, Shanghai International Exhibition (Group) Co., Ltd., and PT. Amara Tujuh Perjuangan (Seven Event).
Specially designated for the expo Theme of the Low-Altitude Economy Exhibition Area and focuses on the international expansion of low-altitude economy enterprises, with a dedicated “Drone Industry Internationalization Zone.” This zone will be accompanied by a series of supporting events. “Intelligent Fire Safety Early-Warning System and Equipment” and “Aviation Emergency Rescue Equipment and Technology” Two major thematic sessions—technology procurement and product launches—are designed to provide Chinese low‑altitude economy enterprises with a platform for showcasing their offerings and access to targeted collaboration opportunities, thereby addressing the core needs of the Indonesian market.

Procurement of Aviation Emergency Rescue Equipment and Technologies / Product Launch
Indonesian National Disaster Management Agency (BNPB): Procurement is required for weather-modification technology equipment (TMC), heavy‑payload transport drones with a capacity of 300–500 kg (for delivering supplies to disaster‑affected areas), and firefighting drones (to be deployed in high‑fire‑risk zones).
Indonesian National Search and Rescue Agency (BASARNAS): The plan is to procure small search-and-rescue drones equipped with surveillance systems, replacing the maintenance‑intensive European and American counterparts and enhancing the efficiency of disaster response and rescue operations.

Bringing together government‑level resources from Southeast Asia and the Blue Partner countries.
It encompasses 12 government agencies, including Indonesia’s National Disaster Management Agency, the Directorate General of Maritime Affairs, and the Armed Forces, as well as relevant government departments from various Blue Partner countries across the Asia-Pacific region, such as Singapore’s Defence Force, the Philippines’ Department of Transportation, and Malaysia’s Railway Corporation.
