Indonesian Medical Device Market

High growth, high import dependence

Indonesia is the largest economy in Southeast Asia, with a population of approximately 280 million. The national health insurance program, JKN, covers about 270 million people, achieving a coverage rate of 98%, and the government’s healthcare budget is set to increase substantially by 2026.

According to data from the U.S. Commercial Service and several market research firms, Indonesia’s medical device market was valued at approximately USD 2.7–2.8 billion in 2025 and is projected to grow to around USD 4.0 billion by 2030, with a compound annual growth rate of roughly 8.7%.

Import dependence is a defining feature of the Indonesian market. According to an analysis of the Indonesian Ministry of Health’s medical device registration database, 75.8% are imported products.

Among importing countries, China is the largest single supplier. In terms of registration volume, China accounts for nearly 40% of Indonesia’s imported medical devices, surpassing the combined share of the United States (11.1%) and Germany (11.0%).

Among them, domestic production capacity is primarily concentrated in the low-value consumables segment—such as gloves, syringes, and bandages—while high-end imaging, diagnostic, and monitoring equipment remains heavily reliant on imports.

Heading to Indonesia

Overview of Positive Factors and Bottlenecks

✅️China has become Indonesia’s largest source of medical device imports, leading the market share; its regulatory framework is becoming increasingly mature.

✅️The Indonesian government is advancing a project to upgrade 66 public hospitals (the PHTC Rapid Results Program), with 22 facilities already completed. It plans to complete an additional 20 by 2026 and another 24 by 2027, with a focus on procuring CT scanners, catheterization laboratories, mammography equipment, ICU units, and surgical instruments.

✅️JKN’s comprehensive coverage drives sustained demand for equipment procurement, particularly in remote areas outside of Java.

⚠️ The registration process is lengthy; under Permenkes No. 11/2025, the approval period for license renewal has been extended to 3–4 months.

⚠️ In 2026, 17.2% of registrations—covering 13,513 products—will expire, and an additional 24.8% will expire in 2027. The barriers to entry in the Indonesian market must also be given due attention: registration, local representation, and TKDN compliance are systemic undertakings that require careful planning well ahead of trade shows.

⚠️The TKDN policy continues to tighten, creating barriers for fully imported products; the number of domestic enterprises is growing—according to Ministry of Health data, by mid-2026 there were already 1,017 local medical device manufacturers.

Hospital Expo

A well-established trade show with a proven track record

The exhibition is organized by PT Okta Sejahtera Insani and has been held continuously for 38 editions since its inception in 1978.

The value of the Hospital Expo lies in its precision: it is one of the few events that enables Chinese companies to engage directly with hospital procurement decision-makers on Indonesian soil. Attendees are predominantly hospital administrators, procurement professionals, and heads of clinical departments who are members of PERSI, ensuring a high degree of accuracy in business matchmaking. In 2025, the Hospital Expo recorded a total of 51,246 attendees.

This year’s exhibition highlights three AI‑driven medical technologies: an AI‑powered, voice‑controlled dental surgical chair; a cardiovascular risk assessment system based on retinal image analysis (oculomics technology); and a robot‑assisted knee arthroplasty system.
