Market Overview and Analysis

Kyrgyzstan’s healthcare market is at a critical juncture of both scale expansion and structural upgrading, offering Chinese medical enterprises clear opportunities for growth and favorable policy support.
Dual-driven by population growth and policy investment
Continued population growth: As of January 1, 2025, Kyrgyzstan’s resident population stood at 7.282 million, with an annual growth rate of 1.7%. The natural population growth rate was approximately 15‰, and the crude birth rate was about 19.4‰. This ongoing population growth, coupled with emerging signs of population aging, has directly increased demand for outpatient, inpatient, and specialized medical services.
Increased government investment: The Kyrgyz government is actively increasing healthcare spending and advancing the National Healthcare Infrastructure Upgrade and Modernization Plan. Under this plan, four international‑standard general hospitals will be built in four cities, including Bishkek and Osh, while an additional 23 hospitals are slated for construction nationwide, with a projected total investment of substantial scale. This initiative aims to address the current situation—where more than 60% of public hospital equipment is outdated—and will generate significant procurement demand in the medical equipment and infrastructure sectors.
High import dependence and the growing prominence of China’s manufacturing strengths
Import‑driven market: Kyrgyzstan Medical Equipment Market More than 90% is dependent on imports. Moreover, the import dependence for medical consumables is equally high. This provides Chinese enterprises with ample opportunities for market access.
China’s share is rising rapidly: Leveraging its cost-effectiveness and geographical advantages, China has become one of the key suppliers of medical equipment to Kyrgyzstan. In 2024, China’s exports of medical devices to Kyrgyzstan posted robust growth, with a notable compound annual growth rate. The priority demand sectors align closely with China’s strengths in key industries, including:
• Imaging diagnostic equipment: MRI, CT, and ultrasound devices.
• Life-support and monitoring devices: ventilators, patient monitors, electrocardiographs.
• Therapeutic and surgical devices: tumor radiotherapy, cardiovascular interventional devices, surgical robots.
• High-value consumables and basic supplies: various medical consumables, suture materials, disinfection products, and more.
Multiple benefits reduce entry and operational costs.
Kyrgyzstan has introduced a series of preferential policies to attract foreign investment and develop its domestic healthcare industry, thereby establishing… “Trade + Investment” The dual appeal of:
Tax incentives: Under its Investment Law and Free Economic Zone Law, medical device manufacturers are eligible for income tax exemptions of up to 10 years; export‑oriented products are subject to a zero VAT rate; and imports of equipment and raw materials used in production are exempt from customs duties.
Registration convenience: Products that have obtained international certifications (such as WHO prequalification, CE, and FDA) are granted a “green channel,” significantly shortening the registration process and accelerating market access.
Logistics and Trade Facilitation: As a member state of the Eurasian Economic Union, it enjoys preferential tariff treatment within the Union. At the same time, Projects such as the China–Kyrgyzstan–Uzbekistan Railway under the Belt and Road Initiative have enhanced logistics efficiency and reduced cross-border trade costs.
